459 Millennium - Seventeenth Edition GOVERNMENT AND MILITARY VICE PRESIDENT OF IMMIGRATION POLICY United States Chamber of Commerce Fairfax, VA SPECIAL AGENT United States Capitol Police Upper Marlboro, MD JONATHAN BASELICE Jonathan Baselice has dedicated his career to fixing the many problems with the United States immigration policy at the United States Chamber of Commerce. Throughout his tenure at the Chamber, he has tirelessly defended the rights of businesses and their ability to hire foreign national workers. He has established himself as a trusted thought leader and advocate on immigration policy. Mr. Baselice’s accomplishments as an advocate include reforming the Visa Waiver Program, reauthorizing and reforming the EB-5 Regional Center program, and obtaining much-needed additional H-2B seasonal worker visas over the past several years. In addition, his leadership and collaboration with his colleagues at the Chamber Litigation Center were successful in preventing several regulatory changes that would have significantly curtailed legal immigration to the U.S. in recent years. Looking to the future, Mr. Baselice hopes that U.S. immigration laws will be reformed to help businesses meet their workforce needs more effectively and enhance the nation’s ability to secure itself and its borders. In his personal life, he plans to expand his growing family, as he finds deep fulfillment in being a loving husband and father. Dr. Saphonia Michelle Butler draws upon over four decades of professional experience as a leader in the security industry. Since 1987, she has excelled as a special agent for the United States Capitol Police, a role in which she assists in the protection of United States Congress members and their families. Additionally, she is wellversed as an event and wedding planner, having worked with Your Appointed Time Weddings and Events since 1985. Dr. Butler remains equally dedicated to the field of counseling as well, having served as a crisis intervention and mental health counselor in Prince George’s County, Maryland, since 2008. In her civic-minded efforts, she regularly participates as a servant leader at her local church, in addition to guiding several youth programs in her community. She initially began her career in 1982, working with the United States Air Force as an office administrator until 1983. As part of her vocational journey, Dr. Butler pursued a formal education, ultimately achieving a PhD in ministry and Christian counseling at Logos University in 2020. Looking toward the future, she hopes to become a licensed counselor and begin her own wellness center. DR. SAPHONIA MICHELLE BUTLER
