Callahan is a proven leader in the field of public administration. Now retired, he previously served as the director of recreation and parks for the City of Annapolis in Maryland for 33 years. In this leadership role, he was responsible for overseeing facility and employee development for the recreational regions of the city, in addition to developing new programs for the community. Mr. Callahan has otherwise excelled as a member of the board of commissioners for the Public Housing Authority for 13 years. As part of his vocational journey, Mr. Callahan also pursued a formal education, earning a Bachelor of Science in psychology and education from Washington College. In light of his accomplishments, he has been honored with several accolades over the course of his career, notably including a Peacemaker Award from the Martin Luther King Jr. Committee of Anne Arundel County, Maryland. In accounting for his achievements, Mr. Callahan is particularly proud of his contributions to the public housing board, having been asked to join the organization and assist with projects pertaining to athletic facilities. Skilled in management, business strategy and governance, she joined the Ministry of Public Security in Quebec, Canada, in 2024. Since 2007, she has also thrived as an independent consultant and researcher, and since 2004, she has dedicated herself as a lecturer, research assistant and teaching assistant at HEC Montreal. Dr. Er-Rafia’s academic journey began with a bachelor's degree in electrical engineering from École de Technologie Supérieure in 2000. She furthered her education at HEC Montreal, earning an MS in management, magna cum laude, in 2006 and a PhD in business administration, magna cum laude, in 2015. In recognition of her accomplishments, Dr. Er-Rafia was named one of the 14 Talents of the University of Montreal in 2014. Additionally, she has published numerous articles, book chapters and business case studies, and she has given several interviews. In light of her accomplishments, she credits her success to her passion for knowledge, learning and sharing. She aims to publish her own books in the coming years. DR.
