NELSON Robert K. Nelson is an entrepreneur and civil servant who proudly works for the citizens of Bay City, Texas, as mayor. A longtime resident of the city, Mr. Nelson decided to run for office to use his education, experience and passion for people to help the city come together to nurture economic and personal development. As mayor, Mr. Nelson draws on his faith and previous experience in business and finance. Before entering the public sector, Mr. Nelson was an auto mechanic and safety professional. His entrepreneurial spirit drove him to establish several of his own businesses, and since 2016, he has served as the chief executive officer of Budget Management LLC. He holds an associate degree in business administration and management from Fairleigh Dickinson University, a Bachelor of Business Management from LeTourneau University, and a finance certification from FYANC LLC. As he completes the final year of his mayoral term, Mr. Nelson plans to continue to nurture the Bay City community and looks forward to creating opportunities to educate citizens on topics in financial literacy. Leveraging 35 years of experience, Arnold E. Sapenter previously served as the director of sustainability at the Massachusetts Department of Environmental Protection from 2003 until his retirement in 2015. He first joined the department in 1987 as the director of the Office of Right to Know, remaining there until 1989. He subsequently operated as the director of the Office of Program Development and Evaluation from 1989 to 1992 and the director of diversity and program monitoring from 1992 to 2003. Earlier, Mr. Sapenter was the assistant to the executive director of the Environment Department in Boston. He began his career as the assistant to the mayor for neighborhood services at the Boston Mayor’s Office in 1980. Today, he remains actively involved in consulting work for cultural diversity and environmental sustainability. Mr. Sapenter received a bachelor’s degree in economics from the University of Wisconsin and an MBA from Boston University. He is also a certified LEED Green associate. He was honored with the 2013 State Award, the 2012 Michael A. Tye Leadership Award and a 2001 Special Recognition Award. ARNOLD E. SAPENTER
