Since 2021, she has been the chief executive officer and president of Elite Disaster Consulting International, a Puerto Ricobased firm leveraging her in-depth knowledge of disaster recovery and the United States federal agencies managing it. She also is the author of “The Invincibility Code: How to Shift the Trajectory of Your Life and Crystalize a New Reality,” which details her 20-year journey as a spiritual entrepreneur and teacher. Dr. Mullins began her career in 2001 as a consultant, program manager and certified housing counselor for the North Carolina Redevelopment Center, transitioning into disaster recovery work with the North Carolina Department of Public Safety in 2011. She has excelled as a task force and public assistance crew leader for the New York State Department of Emergency Management and spent two years as the manager of the Georgia Emergency Management Agency’s risk reduction program, in addition to her extensive consulting work through private firms. Dr. Mullins has similarly served as a policy advisor and FEMA subject matter expert to the Institute for Building Technology and Safety. Dr. Mullins holds a bachelor’s degree in homeland security and emergency management from Ashford University and a PhD in philosophy and holistic life counseling from the University of Sedona.
