254 Millennium - A Marquis Who’s Who Magazine GOVERNMENT AND MILITARY Since 2023, Rusty Bell has been the director of diversification at the Office of Economic Transformation. He oversees a grant-funded office responsible for fulfilling EDA grant programming and manages a team responsible for implementing diversification plans for the Northern Wyoming region. As director, Mr. Bell acts as a liaison between internal staff and stakeholders, including potential investors to the region, to create jobs and drive economic growth. Prior to his current position, Mr. Bell served as Campbell County commissioner for eight years. He is a small business owner with a portfolio including stakes in allDimensions Fitness Center, Grinners Bar & Liquor Store, an axe-throwing lounge, and Rusty’s Taxidermy, a taxidermy business he created in 2005. Mr. Bell attended the University of Jamestown, where he received a Bachelor of Arts in biology in 1997. In light of his fulfilling career, he largely attributes his success to his ability to create fruitful, diverse relationships and connections with others. Looking ahead, he hopes to help stabilize his community and cultivate future success. Millennium Magazine Featured Listee DIRECTOR OF DIVERSIFICATION Office of Economic Transformation Gillette, WY Ricky L. Buchholz is a 20-year veteran of the United States Army who has dedicated his career to serving other veterans during their transitions to civilian life. He began his service in 1995 and occupied various recruiting command roles, including facilitator, area sales manager of talent acquisition, and senior regional director of talent acquisition. After leaving the army in 2006, he joined Werner Enterprises as a recruiter. He eventually rose to lead the company’s national recruiting team and established a military hiring program. The company developed a reputation for its strong support of veterans, National Guard and Reserves members, and military members in transition. While working for Werner, he received a Bachelor of Science in logistics management and a Master of Arts in managerial communication from Bellevue University. Mr. Buchholz continues to empower veterans and their families as a consolidated veteran’s services representative for the Colorado Department of Labor and Employment. As a dedicated state employee, he is committed to serving and supporting the country and is driven by his desire to have a positive impact on his community and his clients.
