394 Millennium - A Marquis Who’s Who Magazine SOCIAL SERVICES AND NONPROFIT As the president and chief executive officer of the City of Charleston Housing Authority since 2021, Arthur S. Milligan Jr. provides strategic leadership and guidance to the organization. He collaborates closely with his team and the city board of commissioners to formulate and execute housing policies, manage finances, oversee property maintenance, and create community engagement. While overseeing property development and construction projects, he represents the authority to the public and advocates for the people of Charleston. Mr. Milligan is particularly renowned for his capacity to effect positive change. His skill in orchestrating agreements has facilitated the advancement of affordable housing development projects. He previously served as executive director of the Tampa Housing Authority, and over the course of his 44-year career, he has gained a wealth of experience working in construction and housing development. After graduating from The Citadel with a Bachelor of Science in biological sciences, Mr. Milligan began his career with Milliken & Company, where he worked as a process control department manager. He went on to hold executive roles at ASM Development Group Inc., the Carroll Management Group and HJ Russell & Company. In addition to a bachelor’s degree, he holds a Master of Business Administration from the Wake Forest University School of Business. He is a certified property manager and certified commercial investment member devoted to public service. To remain current in his field, he maintains membership in the National Association of Housing and Redevelopment Officials. Moving forward, Mr. Milligan plans to develop an additional 1,000 to 2,000 units of cost-effective housing in Charleston.
