Rather than accepting a medical discharge and retiring, he spent 18 months with the Warrior Transition Battalion as a wounded warrior in transition. Dr. ChicoLugo subsequently held various leadership positions within field artillery units and training commands before moving into other roles as a senior operations officer and chief of targeting for the 32nd Army Air and Missile Defense Command, where he served concurrently until 2023. Dr. Chico-Lugo is heavily decorated for his service, having notably received a Purple Heart, multiple meritorious service medals and a combat action badge. He credits his achievements to his belief that working through adversity is a path to personal growth. In light of his accomplishments, he is proud to have served both his country and his fellow service members throughout his career. Dr. Rafael R. Chico-Lugo is a 15-year member of the United States Army. Presently, he serves as a senior operations officer in the 1st Armored Division, where he handles longrange planning of organizational initiatives and personnel management, in addition to working closely with leadership to execute major projects. A third-generation member of the U.S. military, Dr. Chico-Lugo was inspired to serve by his father’s 31-year Army career and his grandfather’s service during the Korean War, along with experiencing the events of 9/11 in high school while living in Germany. Dr. Chico-Lugo joined the Reserve Officers’ Training Corps while in college and was commissioned after completing a BS in interdisciplinary studies at Norfolk State University. Throughout his career, he has continued his education, earning an MA in international relations with a security policy focus at St. Mary’s University in 2013 and a PhD in organizational development and leadership at the University of Arizona Global Campus in 2021.
