With a sincere passion for science and the environment, Mr. Looney began his studies toward a degree in biology but departed from college to join the Woods Hole Oceanographic Institution in 1969. He spent two years working as a seaman for the organization before returning to The Pennsylvania State University to finish his degree, earning a BS in biology, with an emphasis in marine biology, in 1980. In 1988, Mr. Looney became an adjunct professor and plant ecologist at the University of West Florida, where he subsequently achieved an MS in coastal zone studies at the University of West Florida in 1992. After finishing his undergraduate studies, Mr. Looney began working in the oil and gas industry. He spent much of the 1980s working with Anadrill Sclumberger, originally joining in 1980 as a well logging unit manager and eventually becoming a drilling planning center manager. Between 1992 and 1993, he operated within the Florida Department of Environmental Protection before taking on work as a consultant and project manager for various ventures, including Environmental Company Inc., the SCALAR Consulting Group Inc. and Volkert Inc., enjoying over a decade of success. A recognized expert on the National Environmental Policy Act, Mr. Looney has been presented with many prestigious awards from the National Associate of Environmental Professionals. Furthermore, he is well-regarded for his scholarly output, having contributed to several Public Works Environmental working documents. He considers his work on the Bayou La Batre coastal restoration project to be a career highlight and hopes to continue to drive positive change in his field for years to come. Paul B.
