Mr. Llagas joined the fire service and notably helped to reshape it in his community. He became Guam’s first licensed paramedic, earning license #001 from the National Registry of Emergency Medical Technicians in 2022 and the Department of Public Health and Social Services Office of EMS. Rising through the ranks, he became a respected training officer in 2018 and a fire lieutenant by 2023, all while mentoring countless emergency medical technicians and paramedics. Furthermore, Mr. Llagas is fully dedicated to expanding the awareness and reach of emergency medical services (EMS) on the island. Much of his work has involved his experience as a proven leader, utilizing his background in the military and pre-hospital emergency medical and fire services. Prior to beginning his work in emergency services, Mr. Llagas honorably served in the United States Army from 1982 to 1991. While he had initially hoped to enlist in the U.S. Air Force, the branch had a three-year waitlist to join. His high school experience in the Air Force JROTC encouraged him to pursue service in the U.S. Army instead. Thus, Mr. Llagas enlisted out of a desire to serve others. He was subsequently deployed during Operation Desert Storm and Operation Desert Shield. In 1992, he returned to Guam, having achieved the rank of sergeant, with plans to join his local fire department. After several years with the Guam Fire Department, Mr. Llagas re-enlisted in the military, joining the United States Army Reserves before transferring to the Army National Guard, where he became a health care specialist medic from 2008 until 2011. His experience in these roles allowed him the opportunity to transfer to the U.S. Air Force, fulfilling his earlier goal. Mr. Llagas ultimately retired from military service in Angel B. Llagas Jr. has cultivated a fulfilling career in public service, with more than three decades of collective expertise to his credit. He has committed his life to lifting others up, whether they be patients in crisis, colleagues in training, or students finding their way. For over 35 years, he has served as an ANGEL B. LLAGAS JR.
