He is also a member of the Institution of Fire Engineers, the National Association of Emergency Medical Technicians, and the National Association of Emergency Medical Services Educators. Mr. Llagas is dedicated to maintaining ambitious standards for the EMS and fire profession and is proud to have an influence on the next generation of first responders serving Guam. In recognition of his professional excellence, Mr. Llagas has been presented with many honors, including a Distinguished Service Award in 2024, a Life Saving Award in 2020, and recognition as a 2023 Paramedic of the Year. He hopes to increase his involvement with Guam Community College over the next decade, with the eventual goal of becoming an EMS program director. Mr. Llagas remains humble and grounded, focusing on integrity and building professional relationships. For him, true success is seeing others rise, knowing he helped light the way. 2023 at the rank of senior master sergeant, the second highest non-commissioned officer rank in the Air Force. Throughout his career, Mr. Llagas has dedicated himself to pursuing education and training. A graduate of the University of Guam, he holds a BS in public administration and an MPA. He also holds an additional associate degree in air transportation from the Community College of the Air Force. Alongside his academic credentials, Mr. Llagas completed emergency medical technician and paramedic coursework through the School of EMS in 2022. Likewise, he is extensively trained in advanced life support care and as a fire inspector, officer and instructor. He also holds pertinent chief training officer and chief EMS officer certifications, as recognized by the Center for Public Safety Excellence in 2024.
