Since 2022, he has served as the audit director for the United States Department of Veterans Affairs in the Office of Inspector General, where he utilizes his expertise in fraud and risk management. To wit, Mr. Harmon holds a BA in management from the University of Maryland, and he is a fully certified government auditing professional, fraud examiner and internal auditor, as recognized by The Institute of Internal Auditors. Mr. Harmon began his career in the financial services sector in the late 1980s, operating as a branch manager for ITT Inc. and Citigroup Inc. (now Citi) between 1989 and 1996. He then transitioned into a corporate auditor role for Citigroup. He continued to explore other roles within the company, becoming a corporate auditor in 1996 and a credit analyst in 2001 before departing the company in 2008 as the manager of business risk review. In 2008, Mr. Harmon entered the public sector, spending one year as a senior auditor for the United States Department of Transportation Inspector General and another as a supervisory auditor for the Special Inspector General for the Troubled Asset Relief Program. He was subsequently named a senior inspections manager for the Special Inspector General for Afghanistan Reconstruction in 2010, leading to a long-term role as a deputy assistant inspector general for audits and inspections. Between 2015 and 2022, Mr. Harmon oversaw a field team of about 50 staff members responsible for transitioning power from NATO to local Afghan police forces. He considers this work to be the highlight of his career, and he is proud to have had the opportunity to take on such a significant role. In his current position, Mr. Harmon manages nearly 20 employees working on four concurrent performance audits. In the coming years, he looks forward to further developing himself professionally and taking on new and more complex assignments. He credits his success to his flexibility and openness to challenges. SCOTT HARMON AUDIT DIRECTOR United States Department of Veterans Affairs St. Augustine, FL earning a BS in biology at the University of North Dakota in 1968. Mr. Ehart paused his education the following year after being drafted into the United States military. After completing his honorable service, he returned to North Dakota State University after completing his service. He achieved an MS in entomology and ecology in 1974. Throughout his studies, he traveled extensively, spending time in Peru and teaching at a veterinary school in Iran. In the late 1980s, he pursued additional doctoral coursework in agricultural and environmental policy at the University of Wisconsin-Madison. Mr. Ehart has served as chair of the Agriculture Science and Technology Review Board and three of its subcommittees and wrote a column, “The Contrarian Agrarian,” for more than a decade. Though he has the option to retire, he remains passionate and engaged in his work and hopes to continue advocating for farmers for as long as he can. Drawing on more than 50 years of proven experience, Orlo “Bob” Ehart is a proven leader in the field of public policy. Since 2012, he has excelled as a senior policy and science advisor for the National Association of State Departments of Agriculture in the Washington, DC, and Baltimore, Maryland, regions. In his leadership role, Mr. Ehart has helped shape and implement agricultural production and food safety policy. He originally joined the organization in 2003, operating in various roles since then, including as a public policy director, an animal and plant health coordinator and a regional coordinator. Mr. Ehart’s policy career began in 1976 with the Wisconsin Department of Agriculture, Trade, and Consumer Protection, where he spent over a decade overseeing pesticide control and groundwater contamination mitigation. He was also a manager of issues and policies for CibaGeigy AG from 1989 until 1992, when he founded Next Wave Enterprises, where he would serve as the company’s president for the next decade.
