90 Millennium - A Marquis Who’s Who Magazine LAW AND LAW ENFORCEMENT Constance L. Belfiore is an attorney who has dedicated 50 years to public service, victim advocacy, civil rights and education. After a judicial clerkship, she served as an Assistant U.S. Attorney in Washington, DC, where she prosecuted hundreds of serious felony cases, led a landmark original grand jury investigation into organized prostitution, and wrote and argued over 20 appellate briefs on complex civil and criminal issues in the federal and local courts of appeals. She also served as Special Assistant to the U.S. Attorney, where she established substantive prosecution policy, contributed to local and federal legislation, liaised with federal and local law enforcement agencies, handled press and public relations, created a model victim-witness assistance unit, and traveled for the Department of Justice to recreate such units nationwide. Ms. Belfiore accepted an invitation to be the founding executive director of Community Legal Services, offering pro bono civil legal services in Prince George’s County, Maryland. Over 11 years, she grew the organization into a premier provider with thousands of clients and received a special award. Thereafter, she was lured to the National Association of Women Judges as executive director to assist with rebuilding, ultimately earning national and international acclaim as a budding judicial think tank. From her time as a young lawyer, Ms. Belfiore has held leadership roles in the Bar Association of DC (BADC), the DC Bar and the American Bar Association. She championed seeking a balanced professional/personal life and initiated an annual Quality of Life Award. In recognition of her trailblazer status, the BADC named the award after her. She has also been recognized nationwide for her publications and speeches on criminal law reform. In her final decade of professional life, Ms. Belfiore stepped down from the board of the Friends Community School (FCS) to become its first director of development, interim head and first director of admissions. She helped to make FCS a model for elementary schools nationwide. Ms. Belfiore received her JD from The Catholic University Columbus School of Law and her BA from Kirkland and Hamilton Colleges. She is married to retired Assistant U.S. Attorney John P. Dominguez and has two terrific sons, two wonderful daughters-in-law and two beloved granddaughters.
