Rubin established Noran Technical Consultants over four decades ago and is now recognized as the company’s president, owner and independent special needs consultant. Equipped with expertise in such areas as circuit and system design, secure data and voice transmission, power conversion, biomedical instrumentation, and sonar and radar, Mr. Rubin also boasts a rich background in entrepreneurship and designing technology for disabled populations. Highly regarded as a “Renaissance man,” he has dedicated his career to innovation, evident in his groundbreaking work. At the inception of his career in the early 1960s, Mr. Rubin collaborated on state-of-the-art sonar systems for the United States Navy while at EDO in College Point, New York, and General Atronics in Cheltenham, Pennsylvania. During this period, Mr. Rubin helped develop a test set that successfully identified failing components, improving the reliability of the AN/SQS-26/BX sonar system, and led a team that advanced technology that proved crucial for the subsequent development of cell phones. Thereafter, Mr. Rubin served as vice president of Electro-Tech Systems from 1985 to 1994 and established the Squier Assistive Technology Center at Woods Services in Langhorne, Pennsylvania, in 1995, where he was director and lead designer. Notably, during his 10-year directorship, he implemented technology that improved the lives of nearly 20,000 disabled individuals. Mr. Rubin has lent his expertise to aerospace initiatives, including helming the team that designed the voice communication system for the NASA space shuttle and contributing to the Boeing 757 and 767 aircraft programs by designing stable circuits used in test flights. Likewise, he participated in the creation of the Orbiting Astronomical Observatory program during the 1960s, an early prototype for the Hubble telescope. With an early interest in electronics and engineering, Mr. Rubin sought a formal education at the City College of New York, receiving a BS in electrical engineering in 1963 while serving in the ROTC. Subsequently, he continued his electrical engineering studies at Drexel University. The author of the 2023 book “My Life: Fact is Stranger Than Fiction,” a collection of 50 memoirs, Mr. Rubin intends to complete his autobiography, “An Incredible Life,” in the future. NORMAN S.
