76 Millennium - A Marquis Who’s Who Magazine BUSINESS, FINANCE AND ENTREPRENEURSHIP Dr. Janet Dutcher is widely regarded for her expertise in finance and budgeting, as evident in her present role as the director of finance for the County of Mono in California. Since 2016, Dr. Dutcher has played a critical role in evaluating budget proposals and implementing transparent and responsible accounting practices, which have been crucial in promoting financial literacy across the county. Notably, her emphasis on target-based budgeting reduced the county’s budget deficit from $6.8 million to $1.2 million over three years and, ultimately, achieved a balanced budget without deficit or surplus. Earlier in her career, Dr. Dutcher served as the assistant county administrative officer of budget and finance from 2015 to 2016 and a senior finance officer from 2012 to 2014, both for Alpine County in California. During her tenure, she was instrumental in addressing the county’s financial challenges following the Great Recession by implementing process improvements and introducing paperless invoice processing. Previously, she was an audit manager at Gallina LLP from 2006 to 2012 and at Bartig, Basler & Ray CPAs from 2001 to 2006. Highly educated, Dr. Dutcher received a Doctor of Public Administration from West Chester University in 2023. Formerly attending California State University, she achieved a Master of Public Administration from its Northridge campus in 2019 and a Bachelor of Science in accountancy from its Sacramento campus in 1986. In addition to these credentials, Dr. Dutcher is a certified government finance officer through the Association of Government Accountants and a certified public accountant through the California Board of Accountancy. In the coming years, Dr. Dutcher hopes to transition to a universitylevel instruction role to teach budgeting to finance professionals and students. By doing so, she aims to eradicate outdated and negative perceptions of government jobs by promoting such rewarding careers to upcoming graduates.
