102 Millennium - A Marquis Who’s Who Magazine GOVERNMENT AND MILITARY After being promoted to captain, Ms. Young was appointed the program manager of the Low Earth Orbit System Program Office in the Signals Intelligence Directorate of the National Reconnaissance Office. Prior to her retirement, she served as the director of systems engineering at the National Reconnaissance Office and the program executive officer for Navy Space, where she played a crucial role in developing the next generation of satellite technology. She also achieved the rank of rear admiral – an impressive feat in what is typically a competitive, maledominated field. Among the many highlights of her career, Ms. Young is especially proud of establishing the Directorate of Systems Engineering at the National Reconnaissance Office, where she managed an approximate $10 billion budget and oversaw quality assurance. She attributes much of her success to the support of her mentors, who helped her persevere through challenges. Liz Young is a respected military officer and government intelligence official with over 30 years of experience, having retired from active duty in 2011 and civilian work in 2012. After graduating with a BS in chemistry from the U.S. Naval Academy in 1984, she was assigned to the Naval Space Surveillance Systems Command in Dahlgren, Virginia. Thereafter, she graduated from the Naval Postgraduate School in Monterey, California, with an MS in physics in 1990 and reported to the Naval Research Laboratory in Washington, DC, where she and her team developed biological warfare sensors deployed during the first Gulf War. These later became the foundation of many modern detection systems. Following this appointment, Ms. Young served as the officer-in-charge of the Naval Space Command Detachment at the Defense Support System Ground Station at Buckley Air National Guard Base in Aurora, Colorado, where she was promoted to lieutenant commander. Serving in multiple managerial roles of increasing prominence since that time, she worked as the deputy chief systems engineer of the Future Imagery Architecture Program in the Imagery Intelligence (IMINT) Directorate, where she was recognized as a commander, and was later assigned as the deputy program manager and chief systems engineer of the advanced concepts staff in the IMINT Directorate.
