Through leadership and advocacy, he enacted meaningful change in the communities he served. As library director at City of Azusa in California from 2001 to 2009, he was responsible for developing comprehensive plans of service, managing the library budget, and contributing to policy decisions as an executive team member, representing both the city and its library at official meetings. He played an instrumental role in strengthening relations between the library, school systems and community organizations. Mr. Tovar served as librarian to the regional administrator at the Los Angeles County Public Library between 1977 and 2001, overseeing operations of 23 libraries and a budget of $21 million. He holds a lifetime membership in the American Library Association and REFORMA (The National Association to Promote Library and Information Services to Latinos and the Spanish Speaking). Mr. Tovar holds a master’s degree in library and information management from the University of Southern California in Los Angeles and has earned numerous accolades. He lives by the philosophy that everything is possible if one is persistent and engages in activities that bring one joy.
