Yet he considers completing his Master of Business Administration to be his most meaningful accomplishment, reinforcing his belief that effective leadership begins with continuous growth. Kevin Floyd believes technology should make government work better for the people it serves. That philosophy has guided his career from public service to global consulting, where he now helps organizations modernize procurement, strengthen operations and embrace the transformative potential of artificial intelligence. After earning his bachelor’s degree in 2014, Mr. Floyd joined the City of Atlanta with a desire to be a responsible steward of taxpayer dollars while creating greater opportunities for small and minority-owned businesses. Over the next decade, he advanced through a series of leadership roles before becoming the city’s youngest deputy chief procurement officer. In that role, he provided executive oversight for procurement operations supporting approximately $15 billion in annual procurement and contract activity, while leading the implementation of Oracle Cloud technologies that modernized purchasing across the city. Today, Mr. Floyd serves as a manager in IBM’s Public Sector Oracle Supply Chain practice, where he advises cities, counties, school districts and state agencies on large-scale procurement and supply chain transformations. His work extends beyond technology implementation to include organizational strategy, business process redesign, executive advisory services and the practical application of artificial intelligence to improve government operations.
