154 Millennium - A Marquis Who’s Who Magazine GOVERNMENT AND MILITARY An eminent lawyer and financial planner, Dr. Robert Pike Goss is acclaimed nationwide for his expertise in public administration, law and financial planning. Since 1988, he has excelled as the executive director of the Institute of Certified Financial Planners in Denver, having also served as director of board standards since 1991. At the inception of his career in 1968, he was a public administration intern for the New York Department of Civil Service in Albany, New York, where he later worked as a senior administrative analyst from 1969 to 1971 and assistant director of emergency employment programs from 1971 to 1973. For the following year, Dr. Goss flourished as a special assistant to the deputy secretary of the Governor of New York, as well as director of state-federal relations for the National Conference of State Legislature’s employment and vocational training program between 1974 and 1975. Until 1978, he also served as a special assistant to the secretary and intergovernmental relations officer for the U.S. Department of Transportation in Washington, D.C. Thereafter, he lent his expertise to the Illinois Governor’s Office of Manpower and Human Development, serving as executive director for one year. From 1979 to 1987, Mr. Goss was the Washington counsel for the National Conference of State Legislature, and from 1987 to 1988, he was the president and lawyer of Dominion Financial Planning Services in Stafford, Virginia. To prepare for his career, Dr. Goss pursued a formal education at Brigham Young University, where he received a BA and an MS in 1967 and 1969, respectively. After taking postgraduate courses in public administration at the State University of New York at Albany, he realized his affinity for law and received a JD from the Georgetown University Law Center in 1977. After 20 years, Mr. Goss earned a PhD in public administration from the University of Colorado. Demonstrating versatility in his profession, Dr. Goss has been a columnist for the Journal of Financial Planning and was an associate editor of “The Tax Lawyer” in 1976. He has maintained membership with the American Bar Association and the National Association of Estate Planners.
