To prepare for his career, Mr. Moliga pursued a formal education at Chadron State College, receiving a Bachelor of Arts in education in 1971. After accruing several decades in the field, he returned to college at San Diego State University and earned a Master of Arts in human resources and public administration in 2012. Civically involved as well, Mr. Moliga has been a deacon at the Congregational Christian Church of American Samoa. When asked of advice he would provide to aspiring professionals in the field, he emphasizes that one should put civilians’ needs before one’s own needs, thus establishing a basis for leading others. He lives by the notion of “Lead by example.” In light of his immense contributions to his field, Mr. Moliga has been highlighted in several editions of Who’s Who in America, Who’s Who in American Politics and Who’s Who in the West. A nativeof Ta’u,Manu’a, AmericanSamoa, Lolo Matalasi Moliga commenced his career as a primary and secondary school educator. Serving Manu’a High School, Lauli’i Elementary School and the American Samoa Department of Education in various administrative roles, he transitioned into governmental positions with the American Samoa government in 1985 as director of the Office of Planning and Budget. Remaining in that role for two years, he went on to become president and chief executive officer of Island Development Corporation in 1988 and chief procurement officer and director of the Office of Procurement in 1991 – positions he held until 1999. Serving in the Legislature of American Samoa for four terms in the House and one term in the Senate, Mr. Moliga was notably elected the president of the Senate on his first day on the job beginning in 2004.
