215 Millennium - A Marquis Who’s Who Magazine Virginia, as the director of the U.S. Army Engineer Topographic Laboratories until 1974. For the following three years, he was the directorate of army research in Washington, DC, before serving as the assistant for energy conservation at the Office of the Secretary of Defense until his departure from the office in 1979. Soon thereafter, Dr. Wagner served C.E. in New York as a deputy division engineer for two years and executive secretary and national research engineer in Washington for three years. From 1984 until his retirement in 1997, he was the senior engineer at ANSER, Inc., in Arlington, Virginia. A registered professional engineer in New York and Illinois, he is also a certified public accountant in the Commonwealth of Virginia. Drawing upon a Bachelor of Science from the U.S. Military Academy at West Point, Master of Science and PhD from the University of Illinois, and Master of Business Administration from George Washington University, Dr. Wagner has maintained affiliation with the Association of the U.S. Army for over 30 years. A member of the Society of American Military Engineers, Sigma Xi and the National Society of Professional Engineers, he is further a fellow of the American Society of Civil Engineers. As a testament to his success the armed forces, Dr. Wagner receives several medals from the U.S. Army, such as an Army Commendation Medal, Meritorious Service Medal, three Legion of Merits, a Defense Meritorious Service Medal and an Air Medal. In light of his association with the Boy Scouts of America, he also received Four Palms, an Eagle Scout Badge and 42 Merit Badges. Likewise, he was selected for inclusion in the 20th edition of Who’s Who in the South and Southwest and the 21st edition of Who’s Who in the East. D r. John E. Wagner is a distinguished engineer and military serviceman who was commissioned into the U.S. Army in 1950 as a second lieutenant. Advancing through the grades to colonel by 1970, he then served as an engineer for the First Field Force in Vietnam for one year before relocating to Fort Belvoir, DR. JOHN E.
