R ichard Marshall Burr’s education began with the Philadelphia College of Pharmacy, where he received his Bachelor of Science. He later attended the University of Delaware, receiving a Master of Science. He also attended the University of Montana and Utah State University for postgraduate coursework. Mr. Burr then returned to his home state of New Jersey, where he became heavily involved in local government relations. For the borough of Westville, he held multiple positions throughout the years. He began as treasurer, and then went to registrar vital statistics, borough clerk, borough administrator and chief financial officer. The most recent position he held was treasurer from 1977 until his retirement. Alongside his career in local government, Mr. Burr held numerous other civic positions and is a member of multiple organization, including the Tri-County Association Tax Collectors and Treasurers. In March 2019, he was awarded the Distinguished Service Medal by the South Jersey Chapter of the Sons of the American Revolution. The advice Mr. Burr would give to others aspiring to work in finance is to take finance courses and to get their feet wet trying various procedures.
