230 Millennium - A Marquis Who’s Who Magazine F ounded in 1997 in Parsippany, New Jersey, the Bilingual Child Study Team is a bilingual and translational service organization designed to serve the special education needs of children. Offering services in multiple languages targeting populations from 2 to 21 years old, the organization also aids in mental health in a diversity of languages. Dr. Andre J. Francois, the founder and chief executive officer of the organization, notes that its mission and purpose is to provide bilingual services in social, speech, educational and psychological evaluations to students at risk with special needs. Passionate about aiding children in need, Dr. Francois also opened the Institut of Dr. Andrew J. Francois in his hometown of Saint Louis du Nord, Haiti, in 2017. With a goal of offering disadvantaged children the opportunity to become involved in education, its mission is to promote literacy in an environment conducive to growth. A sponsor of the school, he also funds teachers the necessary allowances to provide instruction to pre-kindergarten through eighth grade students. Dr. Francois is a coveted psychologist and educator in his own right, having past experience as a school psychologist for the Weehawken Township Board of Education and Elizabeth Board of Education in New Jersey. Alongside his primary responsibilities, he is a frequent workshop presenter and translator of reports in such languages as Spanish, French, Arabic, Hindu, Urdu, Mandarin, Russian and Creole, among others. Drawing upon a PhD in clinical psychology from the Union Institute and University, he also holds a Bachelor of Science in biology from Fairleigh Dickenson University and Master of Arts in counseling psychology from Norwich University. A member of the National Association of School Psychologists, Dr. Francois was recognized as Executive of the Year in Special Education in 2018 in light of his exceptional contributions to his field. He was also honored with inclusion in the 61st edition of Who’s Who in America in 2006.
