195 Millennium - A Marquis Who’s Who Magazine D r. Gwendolyn A. Bullock received a BA from Antioch College and a Master of Urban Studies from Occidental College, both in 1975. Later on in 1983, she obtained a PhD in public administration from American University. Prior to her retirement in 1989, Dr. Bullock most recently served as an administrative officer within the U.S. Department of Housing and Community Development in Washington, D.C., and an adjunct professor at American University. When Dr. Bullock was young, she contracted rheumatic fever; therefore, she was unable to attend school. As she did not have a high school diploma, Dr. Bullock learned that she could take a test and receive a high school equivalency. Dr. Bullock subsequently took to the Yellow Pages, started from letter A and called university by university. Dr. Bullock started out working with the U.S. Department of Labor from 1952 to 1964. She then served as secretary and progressive analyst at the U.S. Office of Economic Opportunity. Thereafter, she served the U.S. Department of Housing and Urban Development as an urban policy specialist from 1964 to 1967 and community services officer from 1967 to 1969. Between 1969 and 1980, Dr. Bullock was an executive assistant of human resources, special assistant to the deputy mayor of Washington, and a personnel manager. Over the years, Dr. Bullock credits Philip Rutledge as one of her greatest influencers. She worked as his executive assistant at the Department of Human Resources from the late 1960s to early 1970s. In her free time, Dr. Bullock enjoys writing non-fictional stories and quilting. Dr. Bullock is a member of the American Society for Public Administration, American Association of University Women, D.C. Group of American Society Public Administration, Lambda Kappa Mu and the League of Women Voters, where she has sat on their board of directors. She was a National Urban Fellow with the National League Cities from 1969 to 1970 and a Ford Foundation Fellow in 1969. Additionally, since 1985, Dr. Bullock has sat on the board of directors for the Hospital for Sick Children in Washington. GWENDOLYN A.
