Garms received a BA in sociology from Gustavus Adolphus College in 1964 and an MPA from the University of the Philippines in 1978 after serving in the Peace Corps. He later achieved a PhD from La Salle University in 2005. Since 1997, he has been a consultant for the Emergency Relief Programs at the U.S. Agency for International Development (USAID), and a part- time manager of Shenandoah Cedar LLC since 2009. Dr. Garms had worked for USAID in Vietnam, Bangladesh, the Philippines, Malawi and Sri Lanka. Between 1967 and 1997, he served in officer, educational and rehabilitative roles. In the mid- 1990s, he worked for the U.S. Mission to the United Nations in Rome, Italy. Dr. Garms said he was most proud of his work in Rome as a representative to the World Food Program. While there, he was able to obtain food and supplies for Bosnia during the Bosnian War. CONSULTANT Emergency Relief Programs, U.S. Agency for International Development Fairfax, VA A member of the Indiana Guard Reserve, Dr. John Robert Fiers has been the director of logistics to the Guard since 2006 and has also been a chaplain for the U.S. Secret Service since 2018. Dr. Fiers lives out two careers, one in military emergency management and one in ministry. From the Indiana National Guard, he received a Distinguished Service Medal and Commendation Medal. Additionally, Dr. Fiers is a member of the International Conference of Police Chaplains. Dr. Fiers felt a calling to ministry, and later felt a need to serve in the military. He received a Doctor of Theology from Mount Sinai International Seminary in 2013, an MBA from Indiana Wesleyan University in 1990, and a BS in management from Purdue University in 1983. Prior to his current roles, Dr. Fiers worked at 1st Signature Lending LLC, Camp Atterbury SRI-Chaplain Station, Tabernacle Presbyterian Church, Extension Christian Church, the Indianapolis Metropolitan Police Department, Electro Painters Inc., First Mortgage of Indiana, Trinity United Methodist Church, Tippecanoe Title Services and First Federal Savings Bank.
