While still in law school, Ms. Chen worked as a law clerk to the Federal Bureau of Prisons and as a legal intern in the corporate law department of Piper & Marbury in Washington, D.C. She was admitted to practice law in the State of Maryland in 1995, and subsequently before the U.S. Court of Appeals for the Second Circuit and the U.S. District Court for the Southern District of New York. Prior to delving into law, Ms. Chen was an English instructor at the University of New Orleans and New Mexico Highlands University between 1990 and 1991. After graduating with her law degree, she began serving as an assistant district counsel at the NewYork District Counsel’s Office of Immigration and Naturalization Service in 1995, maintaining her role until 2002. For the following nine years between 2002 and 2011, she excelled as a Special Assistant U.S. attorney in the U.S. Attorney’s Office of the Southern District of New York. Beginning in 2011, Ms. Chen was a senior attorney at the New York Chief Counsel’s Office of the U.S. Department of Homeland Security, Immigration and Customs Enforcement. She retired in 2018 and now resides in Tianjin City, China. An immigrant herself, Ms. Chen became interested in the legal industry during her collegiate studies and decided to apply her personal experiences and passions to the law. Desiring to help others who are immigrating to the United States, much as she did herself, she attributes her profound success to hard work and persistence. Although her career has been filled with highlights, she is most proud of having been able to contribute to the further development of immigration law and help others along the way. Xiu-Fang Chen is also known as Sue Chen or Sue Chen Carroll. A native of China, Ms. Chen attended Tianjin Normal University, receiving a BA in English in 1982.
