Previously serving as a council member for nearly 10 years, her current responsibilities include expanding policies and programs, all of which are instrumental in supporting the city’s infrastructure. Earlier in her career, Ms. Hicks-Clayton was a field organizer for the Michigan Democratic Party and was an educator and administrator in the field of academia. She also served as a political organizer for the American Federation of Teachers. Ms. Hicks-Clayton completed undergraduate coursework at Middle Tennessee State University before matriculating at the University of Florida, where she studied political science and government. She later received a leadership principles certification from Harvard Business School. Outside of her primary efforts, Ms. Hicks-Clayton is affiliated with the Michigan Municipal League, the Kiwanis Club, City Beautiful, the Commission on Aging and Commission on Disabilities, and the Southeast Michigan Council of Government. In light of her success, she earned the Community Leadership Award, the Steel Magnolia Award and the Distinguished Governor Award from her local Kiwanis Club. MUNICIPAL TREASURER City of Dearborn Heights Dearborn Heights, MI Supported by over 40 years of professional experience in health care, Joy Holland most recently served as a deputy secretary for Washington, DC until her retirement. Earlier in her career, she served as chief executive officer of Saint Elizabeths Hospital in Washington, DC In the years prior to that role, she also served as CEO of the Southgate Center, Clinton Valley Center, Huron Valley Center and Ypsilanti Regional Psychiatric Hospital, all in Michigan. Commencing her career as a staff nurse at the University of Chicago Hospital and Clinics in 1972, she also served as director of nursing at Pilgrim Psychiatric Hospital in New York. Ms. Holland holds an associate degree in nursing from OliveHarvey College, a bachelor’s degree from Saint Joseph’s College, and a master’s degree in health administration from CW Post College. Outside of her primary career, she was the deputy commissioner for the Department of Mental Health in the State of Ohio, director of psychiatric standards for Joint Commission on Accreditation of Healthcare Organizations (JCAHO), in Illinois, and an adjunct lecturer at the University of Michigan School of Nursing.
