Mrs. Winters has over two decades of leadership experience, including serving as director of operations for the Military Spouse Business Association, where she led a six-member board, empowered 40-plus volunteers and supported nearly 1,800 members. A key achievement was the passage of the Military Spouses Residency Relief Act, addressing the complex residency challenges military spouses face, including tax and voting complications. She testified before the Senate Committee on Veterans’ Affairs to share her experiences. She continues her advocacy work and currently serves as executive director of the Society of Military Spouses in STEM (SMSS). Mrs. Winters launched Homefront Hustle, a 13-week one-onone mentorship program, helping military spouses, veterans, and caregivers overcome employment barriers by launching their own virtual assistant or consulting businesses. Raised in rural Virginia, Mr. Welch was shaped by mentors who modeled discipline and perseverance. He carried those lessons into the United States Marine Corps in 2007, serving in the infantry with 1st Battalion, 6th Marines, and deploying twice to Afghanistan. He then spent more than a decade as a contract instructor supporting the Defense Intelligence Agency, Marine Corps Special Operations Command, Naval Special Warfare, the U.S. State Department and federal law enforcement. Mr. Welch credits his trajectory to a love of learning and a refusal to quit.
